Recipients are receiving either Treasury checks or direct deposits, and the payments are accompanied by a letter from President Donald Trump. CBS News

The administration says the refunds come from surplus user fees collected through the federally operated HealthCare.gov marketplace. Those fees are charged to participating insurers and can be incorporated into premiums. The White House argues that previous fee levels generated more revenue than was needed to operate the exchange and that eligible consumers therefore deserve a refund. Some households with multiple eligible members could receive more than one $500 payment. The program covers the 30 states using the federal marketplace rather than state-operated exchanges. CBS News

Texas has the largest estimated number of recipients, at roughly 139,000, followed by Florida with about 127,900 and Ohio with approximately 65,700. North Carolina and Michigan also have tens of thousands of eligible residents. Fox News

The payments arrive as ACA affordability remains politically contentious. Enhanced premium tax credits expired last year, contributing to higher costs for many marketplace customers. KFF polling cited by CBS found that a large majority of returning ACA participants reported higher premiums or other out-of-pocket costs this year. CBS News

The refunds are separate from Trump’s proposed $5,000 payments to U.S. adults if Republicans retain control of Congress, which remain a political proposal rather than an existing payment program. CBS News

With the midterm elections approaching, the $500 refunds have become part of a broader debate over health-care affordability, federal marketplace management and how much relief Washington should provide directly to consumers.

The Trump administration has begun sending $500 refunds to more than 950,000 Affordable Care Act enrollees across 30 states, with payments starting September 30.
